Robert Hannigan

Robert Hannigan is one of the United Kingdom’s most respected cybersecurity and national security experts, recognised for shaping the country’s modern cyber defence capabilities and leading some of its most influential intelligence organisations. Best known as the former Director of GCHQ and the architect of the UK’s first national cybersecurity strategy, Robert has spent decades at the forefront of government, intelligence, and technology. Today, as Chairman of BlueVoyant International, he continues to advise organisations on cybersecurity, cyber resilience, and emerging threats. A graduate of the University of Oxford, Robert began his career in public service and joined the Northern Ireland Office as Deputy Director of Communications in 2000. He progressed rapidly through a series of senior leadership positions, becoming Director of Communications, Associate Political Director, and later Director-General (Political). During this period, he played a significant role as Principal Adviser to Prime Minister Tony Blair on the Northern Ireland Peace Process. His expertise in security and strategic policy led to senior appointments across government, including Prime Minister’s Security Adviser and Director-General for Defence and Intelligence at the Foreign & Commonwealth Office. He subsequently established the UK’s first national cybersecurity strategy before being appointed Director of GCHQ in 2014.

Throughout his distinguished career, Robert has received numerous honours and appointments. He was awarded a CMG by Queen Elizabeth II for services to UK national security and received the US Intelligence Distinguished Public Service Medal. He is an Honorary Fellow and Warden of Wadham College, Oxford, a Fellow of the Institution of Engineering and Technology, a Distinguished Fellow of the Royal United Services Institute, and a Senior Fellow at Harvard’s Belfer Centre. In 2024, he published ‘Counter-Intelligence: What the Secret World Can Teach Us About Problem-Solving and Creativity’, which was recognised by The Economist as one of the Best Books of the Year.
